AC is not cooling. Added freon twice. Mechanic says there are no leaks.

Not enough info. When the compressor'seems to be working' what do the high and low side pressure readings do? that is only a small part of the diagnostics needed , but would be very helpful info.---You stated r-134 added twice EVAC & RECHARGE each time? or simply adding more to the system the second time? Overcharging can cause no-cool conditions also.
