The air flow is directed through a several doors in the dash. The doors move the air to the vents, floor or windshield. The doors are controled by vacuum motors or electric motors. If the blower/fan motor is working at full speed, I would suspect a door is not moving to the correct location. I would suggest you have an auto service proffessional inspect and give you a writen estimate.
