A/c comp cycles on and off. blows cold.

(1999 Ford Explorer)
The a/c in my explorer blows cold, works well. but the a/c compressor will cycle on and off every couple seconds. it even does that when the heater is on. remains off when neither system is in use. is this normal? any ideas? thanks.

If you have your defroster on, the A/C Compressor will cycle on and off, even in cold weather, so be sure to check that. If it does it it is warm out, then possibly the A/C system is low on R-134.
