A/c blows hot air,the compressor not engaging how to fix or check?

When you turn on the a/c switch inside the car , do the radiator/ condensor fans come on?If so , you need to start diagnosis with the compressor clutch circuit . Also there is a thermal protector on the compressor you can test and the clutch coil circuit and coil can be tested. Any symptoms before it stopped working and who/how was the 'freon' added?
