Abs vsa lights

Car has 67000 miles and needs pads, Iknow as pads wear fluid lowers in master cylinder. Could low fluid cause these lights to come on ?

Low brake fluid level can bring on the VSA ABS light but once you top up the fluid level and perhaps turn of then on the ignition switch the system would turn off the light once it saw the correct fluid level. It is more likely to be a failed ABS wheel speed sensor at one of the wheels.
