a whining noise while coming to stop

(1999 Mercury Sable)
There is a whin that sounds with the RPM's while driving. Seems louder when deceleration. Wheel bearings are all good. put the car on the lift. Raised the car up off the floor, turn wheels by hand. Used a stethoscope can hear the sound thru case. Anybody know what I'm talking about?
What seems to make the problem better or worse? when its hotter

Strongly suspect failing hub bearing!

No way to know the “wheel bearings are all good” .. Checking for bearing noise or disassembly for inspection is the only means of diagnosis.

Simply because there is no play in the wheel while testing doesn’t confirm the bearings are not roughened or pitted inside resulting in noise while vehicle is being operated.
