We have about 116,000 miles on our 96 Prizm, running and looking great. Should we be replacing the timing belt at this point?

The recommended replacement interval for the timing belt on your 1996 Geo Prizm is 60K. If the belt was replaced at 60k then you are just about due. If it has never been replaced you are running on borrowed time! If the belt were to fail, most likely engine damage would result.
