Q: 5% time difficult to start on 1996 Lincoln Town Car

95% regular/easy start with no problem.
Once a month or so if the first click dies, then won't start.
Wait for 20 minutes, it would start again as normal.

These types of intermittent problems are the most difficult to find. The idle situation is to have test equipment hooked up to the car when it wont start, and diagnose the problem at that time. Since this is so rare, that will be difficult.
This sounds like a possible fuel supply issue, like the fuel pump or power supply to the pump. You can add a test light or voltmeter and a fuel pressure gauge to the car and check these, and possible leave them on the vehicle until it wont start, then you might find the problem.
I have a 1994 towncar that had the excact same problem it is a fuel dilvery problem kinda I replaced my fuel pump relay very simple to do like changing a fuse cause it is. Have had no problems with it since.
