I would like to adjust the shift points to a higher rpm on my 350 turbo. how do I agjust the vacuum modulator. do I adjust the screw in or out?

There are 2 common ways to adjust the shift points. get an adjustable vacuum modulator or buy a high performance 'shift kit' which may also include a re-designed modulator. There is a shop called Gotelli in South San Francisco California, that has been in the Speed and Drag race business for decades, call these guys, they will know. Ted Gotelli, the founder is an NHRA legend, Google him and check it out.
