13 Chevy Cruze ECO overheating. Fan relay? Housing? Resistor? Head gasket?

I've taken the car to two shops with no solution. So far, the radiator and thermostat has been replaced and tested. Water pump tested also. Plenty of coolant and no apparent leaks or loss of fluid. Both shops believe it's not the head gasket, but couldn't completely rule it out. No smoke from exhaust. The radiator fan doesn't seem to kick on unless temp. hits 230-235 and only on high mode. Fan doesn't run at all otherwise (that I can tell). Turned the A/C on and off and fan stays off. Running temp. around 225. In warmer outside temps, car will run fine for about 20 miles, then gauge gradually climbs, eventually red-lining, then shoots back to normal. I was able to stop it from red-lining by revving the engine. A/C increases the chances of overheat due to the strain. Now that it's colder outside, the engine usually stays at running temp, then climbs between normal (tick below half) and half, then back to normal. ECO has front louvers that close +40mph. Max distance in cold=18 miles. TY!
What seems to make the problem better or worse? Hot weather; A/C on

Only thing I can add is these vehicles have inherent electronic assist engine thermostat failures.

However usually there are diagnostic trouble codes accompanying t-stat failures.
