Question: would the evap valve cause my car to start rough or not at all once i put gas in

it swtarts right up and fine any other time that we start it up except when new gas gets injected in the tank no matter if its empty or already has gasoline in it.

    It could cause the problem you describe if gas fumes are pushed into the intake manifold when fueling due to a purge valve stuck open it will richen up the fuel mixture cause hard start/rough idle. Is the Check Engine light on?
