would grinding sounds mean new rotors will be needed? on 2002 Dodge Stratus

I hear the grinding pretty heavy when I'm applying the breaks, but I also hear a grinding sound when speeding up.

I'm not sure about the grinding sound when you are speeding up, but if you hear a metal-on-metal grinding when applying the brakes, take the care in right away. You may be to the end of the life on brake pads, but the rotors may be machinable, which will save you some money over buying brand new rotors if you ruin them with worn out pads.
