1997 Volkswagen Jetta Question: won't start by key

when you turn key to start does not do anything put on a new starter still does the same thing -

i own three of these things, replace the ignition switch you have to pull the steering wheel and the coller that is retaining the spring. use a gear puller or you will regret it.. the rest is self expanitor. -
