how can i tell if the fuel pump went out car only has 70000 mile on it

Often the fuel pump will cycle a couple seconds to prime the fuel system when the key is turned to the "on" position. You can normally hear the whirring of the pump. If the car has sat for a while and you key on, don't start, you can normally hear the pump. Otherwise, if it's weak but has not completely failed, you need a fuel pressure gauge to check your fuel pressure.
