Obviously there is a short somewhere. I am just looking for some direction as to where to start. We were told there was a problem with the wipers. The 10 AMP Fuse on the inside was missing as well as the under hood 30 amp washer fuse. I replaced these and as soon as the ignition is turned the washers keep squirting and the wipers move- but only when the washers are squirting. If I pull the washer fuse, the wipers do not work at all.
