I recommend using the wiper blades from the manufacturer, they will always fit properly and will work well. Labor costs will vary, and generally you can get them installed for free while getting an oil change, or for a nominal charge.
A repair to any wiring is very hard to know without a visual inspection of the problem, and there are no industry standard pricing for these type of repairs.
