When you say both windows don't work is the two front windows? If the fuses are OK do you hear any noise inside the door panels as you operate the switch up or down and with the key on will the passenger window operate using the switch on the passenger door? Multiple window failure is usually the master switch in the door that has failed. Try with the key on holding the window switch in the open position opening and slamming the door shut, if the motor is bad it may work momentarily proving the motor to be bad.
