will not turn over,just clicks on 1997 Pontiac Bonneville

will not turn over just makes clicking noise,battery has over 13 volts,the intake plenum was replaced a little over a year ago?

Will the car start with jumper cables? If so the battery may still be bad. Charge the battery, and have the battery hydrometer tested and high rate discharge tested. A battery can have good voltage but not withstand load. Most likely to be the battery, check that the connections are clean and secure, look at the battery cable ground cable and power wire to the starter, second possible problem could be a bad starter.

sound like water in cylinder pull all spark plug spin starter to get water out upper intake or lower intake gasket are bad

I had to have the ignition lock cylinder replaced (which involved getting my local Chevy dealer to make me a new key to fit the new lock). There was a design flaw where the wires were being rubbed raw inside the cylinder. Starts like a dream, now. I can't tell you how much money I spent to figure this out (new batteries, battery connections, starter, etc.)!!
