it stays at a high idle until I kill it and restart it. Then it's back to normal until the fans kick back on.

Them "cooking fans" need a high idle! Lol. Most likely an idle air control valve issue. A "scanner" will show iac counts and ‰.!
I know the fans cause the car to idle a little higher but not up to 3k RPMs. the problem ended up being the temp sensor. It was bad replaced it and now it purrs like a kitten. Thanks for the input. "Cooking fans" dang autocorrect .lol
