    What is the labeling (name) of the 20A fuse that is blowing and which light are not working?

    dash and parking lights on the panel
    when i turn on the headlights, the fuse blows

    I am assuming the fuse that is blowing is the PARK LPS fuse, #9, in the instrument panel fuse box. This fuse powers ALL the tail/marker/park lights and instrument and switch back lighting. You should focus on the tail/marker/park lights as the instrument and back lighting have their own sub-fuse. I would recommend you inspect ALL the tail/marker/park light bulbs and sockets one by one and look for any damaged bulbs or sockets. This would include license plate lights and roof mounted marker lights if you have them. If all the bulbs are removed and the sockets look ok and the fuse still blows then you will need to look for a damaged wire somewhere on the vehicle. At that point you will need a wiring diagram to determine where you can begin to break apart the circuit to isolate the fault.
