Question: why does my battery light on my dash turns on when car is off and key is removed

So I see that when the light comes on when your car is running that it is bad..I start it and it turns off in a few seconds...what does it mean when car is completely off and it turns on?

    BEST GUESS: IGNITION SWITCH NOT ACTUALLY IN THE OFF POSITION. TRY MOVING KEY BACK A LITTLE MORE WHILE WATCHING LIGHT.

    Is it possible that an internal short in the alt. would cause that symptom?

    I found out it was the starter..somehow is missing a big chunk out of it and the wires arnt even grounded they are touching metal. have noo idea how this happened but it has been blowing all my fuses aswell.
