replaced radiator,cylinder head, hoses,thermostat,sensor,timing belt, water pump. antifreeze temp was reading 248 degree f, but the temp guage is redlined.what can it be?

Is that 248F with a scanner or infra-red thermometer? Are the rad. cooling fans coming on at about 215F?

the temp was tacken with scanner the fans are running but still hot
