A "whining" sound is usually a belt that is too tight. I would take both fan belts off to eliminate the chance the noise is being generated by the alternator or power steering pump. With the fan belts off listen too the timing belt cover using a mechanic's stethoscope to locate where the exact source or the noise is coming from. It could be a timing belt tensioner or idler but needs to be inspected and repaired.
