1998 Oldsmobile Intrigue Question: Whining noise under the hood?

What would be causing a whining noise under my hood, at first I only noticed it when I made turns, left more than right turns, but this morning I heard it the whole while I was driving, worst at first when the car was cold but still some even after the car had warmed up?

    Sounds like the power steering pump is low on fluid, Start by checking the fluid level and if its not low maybe the power steering pump is failing.

    whining nose under the hood is sometimes go away when the car is warmed if i turn on the heat the car vibrate

    I had a continuos noise i only heard while driving and had to replace the harmonic balancer.
