My information shows the inertia switch/fuel pump reset button is in the left rear corner of the trunk but doesn't have any good illustration.
My information says the fuel pump relay is integrated with the "constant control relay module" and is mounted on a bracket just behind the coolant reservoir. Before replacing it I would trace the wiring make sure what should be live is live/powered under various conditions key on or engine running. There is a company that independent auto repair shops get their information from, this same information is available inexpensively for people that work on their own cars.. The information is year make and model specific, covering repair procedures, torque specifications, fluid capacities and specifications, service bulletins, component locations, wiring diagrams ect.... Alldata is very easy to navigate http://bit.ly/AllData_Repair_Manuals_Online

To my understanding with the 99 mustangs, there is no Relay itself... you mainly have a 20amp fuse in the front engine compartment, and there is a reset switch in the drivers side trunk behind the left side carpeting(this normally only trips if its given a good shake.) So if your fuse is good, and your reset is good, chances are you are going to need a new fuel pump. if you have enough knowledge to do it yourself, and the right tools, make sure when you drop the tank, to test the wiring with a voltage meter of some type... I hope this helps you and good luck!
