There are fuel lines from the filler neck to the fuel tank and fuel lines that run to the fuel injector rail of the engine and a fuel return rail that brings unused fuel back to the fuel tank from the fuel pressure regulator. Your 06 Jetta has a fuel pump in the tank but has an external fuel filter under the car which I think needs a special disconnect tool to remove the fuel line from the fuel filter.
