The first thing I would suggest is take the car back to the shop that did the work and ask them to find out why it is hesitating. Then find a quality shop that will guarantee their work and have the emissions failure diagnosed. The shop should offer to get the car retested after the repairs are made. Be prepared to pay for a diagnosis and a repair. You can take the shotgun approach and throw parts and repairs at the emissions failure, but in the long run it would be cheaper to have the failure diagnosed first.

The EGR is on top of the intake manifold. Once you remove the EGR you can use a stiff steel brush to clean out the passages of the intakemanifold. (a non-opening EGR or pluged EGR passages can cause high NOX) For the hesitation, I would check the mass air flow sensor, it may be fouled. Give us a call, we would love to look at the car for you and diagnois it.
