Your Accord is brand new and must still be under warranty. I would highly recommend taking it to your local dealer is you are having any sort of problem or question. They'll help you out, and it shouldn't cost you anything.
Honda is really good about this level of service.
The drain is on the passenger side lower area of the fire wall Especially on a hot day you should see water from condensation drip from the tube. If it doesn't drain bacteria may build up in the heater box or the passenger floor mat may get wet.
