The rotors have a minimum thickness specification, when the pads are replaced, the rotor thickness is checked, and if they are at the minimum thickness they must be replaced. The shop should note down on the repair order the thickness of the rotors when replacing the pads, and what the minimum thickness specification is. If there is vibration from the brakes, meaning the rotors are bad, then they may need to be replaced regardless of the thickness measurement.
