the gooseneck going into the tank has a valve in it, to stop gas from being stolen or leaking out if rolled over. That valve is spring loaded to close when you are not pumping gas into the tank. It must be sticking, or stuck near the closed position. You will have to remove the filler tube and repair or replace as needed.
