The horn is blowing when you turn the car on, is that what's happening? Or just when you try to start the car?
Either way, the horn circuit is fairly simple and a trained mechanic should be able to find the problem fairly quickly. Or do you plan on trying to fix this yourself?

I have the same problem. The horn starts blaring when I start the car. Is it easy to fix on your own? (I have very little experience with cars.) How much would a mechanic charge?

Same here, it's actually a broken part in the steering column. Behind airbag in steering wheel, about $600.00 for the assembly. Better to junk the car, or put a button on the dash. "Designed Obsolesence" was pretty good on this part as they fail after about 5 years.
