Question: when i drive my 1995 toyota in the morning i hear a noise under dash

Especially in the morning it's like a belt sound

    Is it when the heat/defrost fan is turned on , only , or all the time?....... Is the noise only while your moving and it's speed sensitive? Could be speedo cable?
