I haven't driven the car in about 8 years. I've seen used engines online as cheap as $8k. Being that I want to replace everything under the hood, I need upholstery work done, a decent stereo system, new tires, new mufflers, and a paint job; what would be a good approximation of what I will end up paying with labor included? I haven't had the time to do the proper research myself; but I'm guessing maybe somewhere near $17k.

That will have to be evaluated by the restoration shop. Needs to be seen and depends on what extent you want to go to!
