Question: What would cause no power at the OBD port under dash?

I have a car doc OBD and when I connect it under dash I have no power, what would cause this...a fuse?

    Blown power outlet (cigarette) fuse.

    Thanks partner, I am not sure but I believe the cig lighter still works and if so what next. Thank you in advance. Kev

    I apoligize, try checking with a test light the IPC/Hvac fuse in the Inst/panel fuse block left side of dash.
