what should my rpm be at when my car is at idle on 1990 Mercury Cougar

my idle jumps up just a few notches when I start the car and can this be due to the idle not being set correctly

No that's probably the cold start function, it revs high to get oil pressure up quickly to avoid engine wear. Only during cold or long durations between use.
