1990 Mercury Cougar Question: what should my rpm be at when my car is at idle

my idle jumps up just a few notches when I start the car and can this be due to the idle not being set correctly -

No that's probably the cold start function, it revs high to get oil pressure up quickly to avoid engine wear. Only during cold or long durations between use. -
