2001 Volvo V70 Question: What might be causing my cat to surge whilst driving at a steady speed?

The dashboard is displaying "Engine system service required". A local garage read the error codes as a problem with the throttle housing. I already have a used housing but don't want to spend huge amounts at main dealers getting it programmed. Is there anyone I could get to do this cheaply or service my current throttle housing. The car is only worth £500 max so don't want to go silly with spends. For information I live in Cheshire UK.

    I would try and find an automotive trade school and see if they might be up for the challenge. The trade school I went to years ago would have happily obliged. They will do it for way cheaper ormaybe even free.
