What facilities are available to diagnose an OBD problem? on 2002 Saturn L100

Just found the problem exists when i took the car in for inspection for readiness to quality for licensing renewal. No lights go on to indicate a problem.

Your car has OBD level 2 standards, every time you turn on your car the computer in your car looks to see all components are connected, s you drive it looks for performance of each sensor. Some components like the evaporative emissions system and cat convertor are only tested when a certain drive cycle is completed. There are six or seven "monitors" or tests the computer must run like mis-fire test, evap test, cat converter efficiency test ect..... the computer must test and recognize as good before the state say you can have the smog test done. If codes were recently cleared or the battery was replaced the drive cycles were erased and the computer has to test the circuits again and determine they are OK. The tests are unique and could take a few weeks of normal driving to complete under normal driving.
