What causes windsheilds to always be on and signal lights to just turn off? on 2002 Ford Escort

How can I fix this problem, wind shields do not turn off, signal lights turn on for a few seconds then turn off

I would be very hesitant to take it to a shop that doesn't even know the proper name for the part.

You probably have a bad "multifunction switch". I'm assuming you mean windshield wipers?
