2000 Oldsmobile Alero Question: What causes loss of steering?

I tried to pull off the curb in front of my house in my 2000 Oldsmobile Alero and I could not turn the wheels. The steering wheel turns, but the wheels would not.

    This is either the result of a broken steerign system u-joint or a broken rack and pinion. Towing is 60.00 anywhere within 10 miles. Repairs would be 250-600 depending on what is broken.

    These cars are notorious for frame failure where the steering rack attaches , good luck with yours!
