Not sure if the timing belt in my 99 durango has ever been changed. Assuming that it has not been changed before, what are some warning signs that it might be going bad?

All three engine options your year use a timing chain not timing belt to synchronize engine components. Timing chains make a lot of noise generally before failing, regular oil changes prolongs greatly the chain life. Do you mean fan belt?
