1998 Ford Contour Question: what am i doing wrong

what am i doing wrong?
Follow up from question asked on Aug. 8. Found tiny chisel mark which is the timing mark. Everything is top dead center, aligned cam shafts, put on belt and put everything back together. Car starts and runs but will not idol, drove car about 15 miles and check engine light came on. Three codes were set, P1383 variable cam timing over retarded, P1131 lack of HO2S1, not sure this has anything to do with my problem.
P0340 cam shaft sensor circut malfunction.
Took everything back apart, when set at top dead center, intake cam was a little to far clock wise. Loosened belt back up, moved intake cam 1 tooth of belt, this seemed to line everything up. But when car was restarted it still would not idle. This is a 98, the exhaust cam is (spring loaded), I have been turning that sprocket just a little clock wise while putting on belt and letting the tension pull the belt tight. I'm not turning the cam while I'm doing this. What am I doing wrong? How do I get the car back in time? Could the cam sensor have quit working, or could it have set the code because it's out of time?

    The difficult problem with variable valve timing is that the sprockets and the camshafts are not directly connected, so even thought the mark on the sprockets are in correct alignment, the camshafts may not be. Did you remove the valve cover and line up the rear of the camshafts with the special tool?
