How can I tell if work was done as stated? I had rear pads replaced and rear rotors machined on my Honda. My car feels the same as before. What would the machined rotors look like?

They should be clean and smooth where the pads come in contact

if by "feels the same as before" you mean it still shudders when you step on the brakes(and probably gets worse when they're hotter) and the steering wheel vibrates or wobbles then the wrong end of the car was addressed for the symptoms. you probably needed the front rotors resurfaced or replaced with new pads (i work at a honda dealership we very rarely need to resurface rear rotors other than from severe neglect
