The problem is... Battery is fully charged,can hear fuel pump run but starter wont do anything. PLEASE HELP!

I am assuming when you say the starter won't do anything you mean no click, no slow cranking, no nothing. If that is the case the signal voltage from the ignition switch to the starter will need to be checked. If there is no signal voltage from the ignition switch at the starter the circuit will need to be checked in order to find out where the signal voltage is being lost. If the signal voltage is OK and the battery connections at the starter are clean and tight with 12v available on the battery cable Then chances are you have a faulty starter motor in your 1996 Acura TL. The only other check to make would be the negative batty cable.
