I recently had the same problem with my son's 1990 200 turbo. We rebuilt the entire trans and still had the same problem. Short story: We found debri plugging the only metering hole in the governor causing it to not shift until the trans pressure was really high. He is now a happy son.
Update to my March 17th question. I have installed a new accumulator piston, clutch pates and pads, gaskets, seals, ATF pump rings and bushing - still have same symptoms. I have noticed the trans shifts to 3rd at 45mph+ when I let off the throttle and the engine rpm's start to drop . When I throttle up it goes back into 2nd.
auto trans not shifting out of 2nd most of the time. Occasionally it does until you come to a stop and it may not again for days. Trans oils and filter was clean. No obvious air leaks.
