it sounds like heater core. usually found passenger side under dash. sometimes easy to get to other times not so easy. u should see coolant hose in n out of it. u can bypass it if its summer out but being a heater core would not be a good idea for winter. better off replacing it. hope this was helpfull
also make sure u check solenoid cheap part usually on side of fender undr hood or sometimes along backside
yes if its serpentine belt could also effect water pump n other vital parts so get replaced immediately
could be few things. i know this sounds silly but make sure it is all the way in park. easy mistake, seen people do it befor. another possible answer would be check starter wires. only few wires n make sure terminals r clean on starter and on ur battery. could potentially be solenoid like a 5$ part. probably nothing much so don't get to stressed. check fuses first. then if dash fuse is good you might have to pull odometer panel out and replace few small bulbs in back. hope its just ur fuse. sometimes headlight switch/knob controls dimness of dash lights to. not positive how it works on cougar
pull radio out make sure illuminate wire is still hooked up. i believe its blue or orange in most cars. wires are usually labeled or schematics usually on top of radio.
