If it's blinking, it is a severe issue and must be checked immediately. A check engine light code will come on for over 2,000 different reasons. This is why we can't help unless you post the codes and symptoms.

Catalytic converter usually doesn't have anything to do with power unless it's completely plugged up from carbon or unburned fuel. Have an experienced technician check for power loss, as there could be numerous causes.

Check your tire age. Some tires that are older than 5 years will have weather cracking and air will leak through the rubber. If the corrosion was cleaned off the rims, and they were remounted and sealed, your tires or valve stems could be the problem. I agree that a designated "tire shop" would be the best bet for you.

Tauruses are known for transmission issues. This code and symptom can mean many different things from a transmission range sensor, to solenoid wiring issues and more. Your best bet is to pay an experienced technician to properly diagnose the problem.

Many vehicles of this age group have issues with headliners due to the glue becoming weak simply over time. I wouldn't say that GM is building "crap" simply because of this minor issue. The Buicks of that year are good cars as long as you replace the intake gaskets and have the power steering system flushed regularly to prevent rack and pump leaks.
