Question Answered:

Just took my 4 cyl 1999 Camry to the shop for an oil leak. Expansion plug leak. They explained when the toyota engine changed from a distributor ignititon system to an electronic system they simply plugged the hole in the engine block where the distributor was with an expansion plug. After so many years of engine heating and cooling cycles the plug breaks down and starts leaking. Costs $11.50 for the plug and an hour of labor to replace it due to having to remove a few things to get at it and then replace them. I thought it was the valve cover leaking but it was the expansion plug.
