Sorry, unfortunately in California, they try to make it hard to get replacement catalytic convertors.
Did you authorize a $85 diagnosis? or a tear-down estimate of $780? If you can prove you signed a work order for only $85, the law will be on YOUR side...however, IF you signed something saying you want a complete diagnosis with a tear-down...you are out of luck...I sincerely hope you did not sign such paper!

Only considering that you NEED one it sounds about right if you are at a QUALITY repair shop...parts and labor would be 50/50 and it could take two weeks because of machine shop time and cleaning/preparing the block and quality control. Or you could go to some el cheapo auto fix-it place for considerably less!
