i am assuming that the brake system is properly bled ( meaning the master cylinder was bench bled, and all parts are put on properly and manually bled) the rear brake shoes may not be properly adjusted.

just to be sure, WHAT is your ambient temperature and what is your high and low side readings? if they are both okay as you say, i would evacuate and recharge the ac system because maybe there is air contamination.

possible faulty fuel injector....but i would perform a compression check to be sure the engine is in good condition.

you have a misfire on cylinder 3 of a 4 cylinder vehicle...i would do a compression check first to rule out engine mechanical problems...then change spark plugs while at it....if that does not fix it...check your fuel injector.

AC clutch not engaging means that there is nothing turning the AC on...check for power to the AC coil when commanded on...if no power = is it charged? if power = bad coil

Cadillac Northstar engines are notorious for bad head gaskets due to the head bolts coming loose from its aluminium block...I would have it block tested.

Could you hear the fuel pump "buzz"? If not, try checking for fuel pressure at the fuel lines.

Yes, the best answer is to replace it. Along with the timing belt and water pump, I would recommend that the tensioner and cam and crank seals be replaced as well. Also all the drive belts and the valve cover gasket since that has to be removed.
