Does your temperature gauge reach normal operating temperature? After warming up, the needle should be about halfway between the H and C. If it is still on C after a few minutes of running, I would suspect the thermostat is stuck open. If that checks out ok, I would suspect an issue with the switch or related resistors. Less likely is some sort of blockage inside the heater core.

Valvoline synthetic is generally a good balance of price/performance for Dot 3/4 applications.
That is a very broad question as it could be any number of things ranging from $5 worth of hoses/fluid on up to an entire new steering rack/assembly which could cost upward of $1000. You should let a mechanic or someone knowledgeable take a look at it.
You may have air or a leak in your brake lines as well. In either case, it is NOT SAFE to drive the vehicle in that condition as your brakes may fail to work entirely.
After it has been sitting for awhile, try turning the key to the "On" position and waiting about 5 seconds before attempting to start the car. If that works, I would suspect your fuel pressure regulator.
